Juan, "Gas Operation" in this firearm just means expanded gas from the firing of a round is recirculated through the gas tube and pushes the bolt back th ejuct and chamber another round for firing.

no it is not Ca legal there are no kel-Tec guns on the CA DOJ approved list oag.ca.gov/firearms/certguns
